to say that president obama is not going to recall congress to seek some type of similar measure before proceeding? >> first of all, i don't want to engage in speculation about a course of action that's not been decided upon. when the president has an announcement to make, he'll make it. as this process is undertaken, we're consulting directly with house and senate leaders in congress. we're consulting with the leadership of relevant committees and other members who have a keen interest in this manner. i think you've seen that documents by some members who have spoken to it. that process will continue. we think it's important that the consultation process take place in a matter like this at such gravity. we're also as we have made clear engaging with our international partners as a substantial list of communications that the secretary of state has had and the president has had consultations with canadian prime minister harper today and in recent days with british prime minister. i would anticipate the president will continue to make calls to his counterparts throughout the week.

scrambles four warships to the region and waits for confirmation that syria president obama's so-called red line. frederick is in the capital of damascus to tell us more. hi, fred. >> yeah, carol, happened shortly after the u.n. inspectors left the hotel that they are staying at. what they have to do, they go into downtown damascus and government-held areas and then they have to cross the front line into rebel-held territory here on the outskirts of damascus. apparently, when their convoy was in the buffer zone between the government area and government-held area that's when the sniper opened fire on their vehicle and disabling the lead of their convoy. that vehicle had to be brought back. now it appears the weapon inspectors are on the ground. on a side note, carol, both sides agreed that there would be a cease-fire going on as the weapon inspectors are on the ground. i want to show you what's going on behind me because still very heavy artillerary fire going on in the outskirts of damascus. that is the area, some of the area wheres these alleged chemical weapon attacks took place, carol.

that president obama will announce new measures aimed at restoring public trust in government surveillance programs. he's set to hold a formal news conference in less than an hour there in the east room of the white house. our chief white house correspondent, jessica yellin, is joining me. she broke news of the changes to the spying regime. here he is, wolf blitzer, joins us from washington as well. jess, let me just begin with you and your news from this administration source. what should we be hearing from the president when it comes to this surveillance program? >> reporter: brooke, in less than an hour now, he's going to lay out more detail that as i understand it, is intended to help with transparency in the program. help the general public feel that they have a better understanding about how the programs work and why they do what they do. why the leaks we've gotten from edward snowden, what kind of system they fit into. beyond that, there'll be more detail when he speaks. i think we'll have a lot more detail coming out later today. you know, this has been a topic of very

too little, too late. both a senior obama administration official and the british foreign secretary william haig saying that even if the u.n. inspectors get on the ground there, whatever evidence they find is likely to have been corrupted. they say that site has been continuously shelled by the syrian regime over the past several days, which may make any evidence that they find not credible. why are they then so sure in assigning blame saying they are fairly certain there was a chemical weapons attack and that the regime is to blame? it's because what we now learned from a u.s. official is that there was evidence collected, including some tissue samples from that site in the hours and days following the attack. the evidence was collected by multiple international sources and was then being analyzed at a separate location. so we've seen a real change in tone. from what we are hearing from members of congress, they have been in touch with the white house and seem to be prepared for some sort of action. >> perhaps the president could start and then congress needs to resolve it and asce
